Neumeier and Miner began a second draft, and Orion greenlit the project. Kaplan left to direct Project X ,   and finding a replacement director took six months; many prospects rejected it because of the title.
Reports of Verhoeven's reaction varies, but consistent is he looked at the first page and discarded it, calling it a "piece of shit.
Davison, Neumeier, and Verhoeven met at Culver Studios ' Mansion House to discuss the project. Davison's contacts with puppeteers, animators, and practical effects designers were essential to Verhoeven, who had no prior experience with them.

The prosthetics were applied to an articulated dummy to show Emil being struck by Boddicker's car. The head was loosened so it would fly off, and by chance, it rolled onto the car's hood.
The effect was completed with Emil's liquified body raw chicken, soup, and gravy washing over the windscreen. Dick Jones' fatal fall is a stop-motion puppet of Cox animated by Rocco Gioffre.
The limited development time meant Gioffre used a foam rubber puppet with an aluminum skeleton instead of a higher-quality articulated version.
It was composited against a matte painting of the below street by Mark Sullivan. Page's body was covered in blood squibs, but Verhoeven was unhappy with the result and brought Page back months later to re-film it on a studio-built recreation of the board room.

The most memorable scene is when Murphy sees what he has become. For my regards it has some philosophical connotation to, because it also concerns the influence of technology to the society.
